Yes they can. When you have oral sex with a cold sore (oral herpes) or one that is healing you can pass it to the genitals. Oral herpes is contagious during these stages, there’s even a small chance that they can be passed in between out breaks.
I had oral herpes passed to my genitals over a year ago so its possible. Oral herpes does not turn into HSV2.
