Nurse said “your fine” but I needed to come back again and test for hiv cause of the 3 month window..She didn't state I tested negative exactly in those words..She Would she HAVE to tell me my correct results by law right

Well the thing is this, you are “HIV NEGATIVE” so far IN the window period. But your true diagnosis will determine if you are “HIV NEGATIVE” OUTSIDE of the window period of 3 months.
I know.. it is very upsetting and such a long wait, and I don’t think there is anyone that can convince you to calm down and relax. I just went thru a period of 3 months myself and I’ll be getting tested tomorrow for my accurate results. I’ve a gut feeling it is bad news, unfortunately. But I bring all the negativity towards me and need to look on the positive side. 1) There is a possibility of being NEGATIVE, 2) if you know your partner's status the chances are a little bit more in your favor, and 3) if you do test positive, there’s help to keep you alive and normal just like anybody else. There are people who are HIV negative and don't even live to be 60. So You just got to hope for the next 3 months.
I’m sure you’re okay if 1) your partner doesn't involve himself in risky behaviors with prostitutes and drugs, 2) tends to sleep with not only women but also men 3) unless he’s a player type and sleeps around with every woman that walks his way, if he does not seem that type… then you just have to think positive and be realistic here, if he's not that type, then he might not really be that kind of person.

I don't know if they would tell you over the phone, but they would let you know you need to speak with someone. You do need to go back though and get tested after the 3 month window so she is right, she's not trying to scare you.
