Both testicles can hang at the same height, but most guys have one lower than the other or one that's bigger than the other. Either way is perfectly OK.

The testicles descend from the lower abdomen into the scrotal sac — this usually takes place during the last two months before or right after birth. Sometimes a testicle doesn't move into the scrotum at all or only partially — this is called an undescended testicle. I’m sure you are fine though. See a doc to make sure do not play with the family jewels.
