I am wanting to know what’s the ideal way for me to lose my belly fat. Also, please let me know if I’m fat or not, give me a vague description of my body.

You are absolutely NOT fat! You could use some muscle toning if you wanted to get into shape. I personally don't see anything wrong with your body. Do some sit ups and push ups hit the gym, you'll be there in no time, you don't have that far to go. Good luck!
