when my penis is soft it really isnt that sensitive. my penis looks fine, and i can masturbate and ejaculate, but when its soft i dont really feel anything. is this normal?

Yes it is normal. I think you need the brids and the bees speak with your parents or parent. When you’re aroused blood is pumped to your penis so yes you feel sensations in the nether region. when not erect you are using it for pee pee.

It depends what you mean by “don't feel anything.” If your penis is absolutely numb (or tingles), this might not be normal. If you mean that you don't feel any sexual pleasure, than this is perfectly normal.
