When Im not irrect it isn't a problem, i can pull it back fine. But its when I get an irrection, there is like half an inch left to pull back but it gets really tight.
Also the end of my penis is very sensitive when dry and when i touch it with my hand/finger it really hurts. when i wash with soap its fine.
is all of this normal?
how do i get rid of these problems if it isn't?
and i do not want to see a Gp/doctor or tell my parents.

No, you don't have phimosis, your foreskin is just a tiny tight.
You can do gradual, gentle stretching to widen the foreskin opening for normal retraction and mobility.
When erect, pull back to the point of mild discomfort, not pain. When flaccid, insert both index fingers in the foreskin opening, with the foreskin covering the glans, and pull gently in opposite directions, to widen the opening at its tightest point.
Do this a couple of times daily, but be gentle, and don't try to rush it or use too much force; it can cause scarring. This should take a couple of months to accomplish.
To reduce the hypersensitivity of the glans, when flaccid, simply keep the foreskin retracted for 5-10 minutes once or twice daily, and the glans should acclimatize within a couple of weeks.
Use caution to not trap your foreskin behind the glans when erect, as this can cause swelling and can even strangulate the glans. Don't attempt full retraction when erect, until the foreskin is stretched enough for simple retraction and re-covering the glans.

It sounds like your foreskin is too tight, but don't worry as 9 times out of 10 this problem can be self-treated privately at home. Rarely will a circumcision be necessary.
You need to do some stretching exercises, ideally in the bath/shower, every day for a few weeks. Follow the instructions on this website:

Be patient as it might take up to a month to see any improvement, and be disciplined to do the stretching regularly! If you struggle to make any improvement then ask your doctor for a topical steroid cream to put on the tight foreskin.

phimosis is when the skin won’t retract at all
all you need to do is look up foreskin stretching excercises on the net and do them daily to loosen up the skin
the head of the penis is supposed to be sensitive but not that sensitive, all you need to do is touch the head more often so you get used to the feeling, don't use soap on your penis either bc it dries out the skin and can give you a UTI
