i cant retract my foreskin at all..i only see the tip…is it a problem??

If you have a foreskin, you are 'uncircumcised'.
If you can't retract your foreskin, you’ve a 'tight foreskin'.
A tight foreskin is surprisingly common and can usually be self-treated at home in private, without even needing to see a physician.
It involves stretching the foreskin (ideally in the bath) to make it easier to pull back. Be patient, because it might take several weeks, but it will be worth it in the end.

Uncircumcised simply means that your foreskin has not been cut off surgically. It has nothing to do with whether or not you can retract the foreskin. If you were circumcised, you wouldn’t have a foreskin at all. Not being able to retract your foreskin, means you have a tight foreskin which is very normal for males in their early teens. It might take some practice to slowly stretch out your foreskin until you are able to expose the glans (head) absolutely, even while erect.
If the concern does not improve with practice, you might need to have medical intervention to have foreskin opened up a little.

Others covered the treatment pretty well, stretching works in most cases. In the cases it doesn't, you can do a partial circumcision, which would remove enough of the tight shaftskin so it would become retractible. A full circ isn't needed and I wouldn't suggest it.
The foreskin is part of the shaftskin that folds in on itself, so in a circumcision, the entire elastic more nerve rich area or “mid section” is removed and the remaining inner/outer skin is “stiched” together to create a scar line. This will cause the shaftskin to be immobile and no skin will ever be over the head.

If you've been circumcised you'll have no foreskin. Just the head of your penis. Their is no normal penis'. They are all different
